Try the following solutions one by one to fix the problem:
Solution 1] Manually change the status of the services
If the Background Intelligent Transfer Service (BITS) does not start automatically, we could try to start it manually and check if it remains so, however this idea generally fails.
1] Press Win + R and open the file career window. Write the command services.msc and press Enter to open the Services window.
2] In the alphabetically sorted list, find Smart fund transfer service. Right-click on it and select Property.
3] Change the file Start type to Manual and Status of the service to Home.
Two other services that matter are Network Location Awareness and Network List. Check if its status is Running. If not, start them manually.
