Method 1: checking the location of the file

Step 8: Now back in Advanced security settings window under the Permissions tab, click Disable inheritance on background.
Step 9: A Block inheritance window, select Convert inheritance permissions in explicit permissions on this object.
Step 10: Now under the Allow entries, If you see Negare close Authenticated users, double click to open it.
Step 11: In the next window, go to generally field and set it to to allow.

Now you can try to open the file or folder and it should open with some error.
